I use the WordPress platform which can be used as a fully functional website (content management system), a blog, or both.
On the user/customer side WordPress is easy to update and manage without having to call a web master every time an update is needed. I offer training on the ongoing use of WordPress for things like adding content, editing, adding users and so forth.
I offer initial design and set up, hosting through GoDaddy if desired, and ongoing maintenance.
